Regarding a shared fence in my backyard, which sections am I responsible for? The parts with only vertical boards visible or parts with horizontal bracing showing? Thanks for the help.

Half of the total fence I would think... other person sharing fence (home owner or bank) is responsible for the other half.

You share the whole fence that is shared with a neighbor. There is no difference between vertical and horizontal slats. If you are unfortunate to share a fence with more than one neighbor than you have to divide that up as well. Before you decide to do any work, you should talk with your neighbor. If the work is not deemed necessary but instead cosmetic, then don't expect the neighbor to chip in, nor for a claims court to side with you.

A neighbor does not legally have to share, split, divide, or in any way contribute to the fence repair. speaking from first hand experience with my neighbor, "no, I'm broke and have no interest in fixing the fence. You can fix it and give me the ugly side, I don't care." Who do you think I am, Obama? What a douche! After poking around and asking an attorney, it was confirmed, not legally required to do anything.

A buddy once told me that he sent a written request to his neighbor to help share the cost of the fence replacement. The owner balked at the request and my buddy said he wrote off half the cost of the fence as a loss on his taxes.

Our fence blew over last year. I asked the neighbor if they wanted to assist in getting price quotes to fix the fence, their reply "no, I don't have any money to fix the fence". Well after several quotes, I decided to fix it myself. Well, we're out there fixing the fence, and the neighbor comes out yelling at me for digging a hole to remove and replace the post, saying I didn't have their permission to do so. I guess they'd rather the fence continue to lay on the ground...

I would have done much more than that... it would have been a visual as well as verbal reply.
