my granddaughter found a license plate the day before xmas and brought it back to our house. It is a back plate with a current tag for 2013. I posted to lost and found but so far no one has responded. I left my phone number. If no one responds what is the proper procedure? Do I return it to DMV? Thanks

Wow, a black one (?) must be pretty old! The owner may want to keep that. Hopefully you will find the owner.

You can return it to DMV, CHP or a local police or sheriffs dept and they will send it to DMV for return to the owner.
